A prosecutor is reviewing the port police report against Lieutenant Governor Joshua Tenorio’s brother in law, and the attorney general is awaiting the prosecutor’s review before determining whether to seek the arrest of Frankie Rosalin.
Mr. Rosalin, the partner of Mr. Tenorio’s sister Charissa Tenorio, is the seaport marina manager who has been accused by seaport general manager Rory Respicio of terrorizing him and destroying public property on March 12, 2025.
Mr. Respicio made a criminal report to port police that same day, then recused himself from the case to avoid any conflict of interest. Mr. Rosalin, according to sources, continued to be allowed to go back to the workplace despite the criminal complaint by Mr. Respicio.
As of today, port police did not arrest Mr. Rosalin. According to Attorney General Douglas Moylan, port police instead submitted the case to the Office of the Attorney General.
“We have received as of Friday,” Mr. Moylan said. “It is now being referred to a prosecutor for review.”
Asked whether Mr. Moylan would seek a warrant of arrest if his office found probable cause that crimes were committed, the attorney general said, “I need to have the report reviewed first before any decisions can be made.”
On March 5, police arrested four minors on destruction of public property charges. On March 20, the attorney general brought charges against an Inalahan man on allegations he destroyed public property. According to the magistrates report in that Inalahan case, the arrested man said he was so enraged by an argument with a person that he allegedly damaged property at the Inalahan mayor’s office.
According to a report by KUAM’s Nick Delgado, Mr. Rosalin allegedly admitted “he was so frustrated, he punched the GM’s door three times and kneed it once out of anger and rage.”
