GMH Ripe for Disconnection With Nearly $1M Power Bill 4 Months In Arrears


Guam Memorial Hospital owes nearly $1 million in power bills that go back to December 2024. GMH entered into a payment plan with Guam Power Authority only after Kandit discovered the unpaid balance and placed an inquiry with the island’s only civilian public hospital.

“Quick and short answer, funding is the main reason the power bill is overdue,” GMH administrator Lillian Perez-Posadas wrote at 5:12 p.m. Thursday  in an email replying to Kandit’s 8:40 a.m. inquiry. She said she would provide more answers Friday.

According to GPA’s records, GMH’s December 2024 bill of $280,714 remains unpaid. So are its bills from January through March 2025 totaling $702,499.

“All GPA customers with past-due balances are subject to disconnection,” GPA’s statement to Kandit replying to our question on whether GMH is in danger of being disconnected by the island power agency. “GPA, however, will consider reasonable payment plans allowing customers to address past due balances while maintaining power service.”

That payment plan was arranged between GMH and GPA only after Kandit’s inquiry, GPA spokeswoman Joyce Sayama confirmed.

Ms. Perez-Posadas and other GMH officials have made no secret of their agency’s need for supplemental and dedicated funding to keep hospital operations afloat. Governor Lou Leon Guerrero also would like for senators to dedicate more local funds to GMH operations.

GMH legislative oversight committee chairwoman Senator Sabrina Salas Matanane led a group of senators on a tour of GMH in January, where she and other senators committed to appropriating funds for hospital operations and repairs. A full dollar amount has yet to be publicly discussed and decided.
