Guam Power Authority advises the public that in order to allow for our Snohomish PUD Washington crew to make repairs on the 115kV Transmission line, certain distribution feeder line needs to be secured. This line which feeds power to customers in the villages of Sinajana, Agana Heights and parts of Ordot/Chalan Pago may be interrupted, the outage could be from 11 a.m. to 8 p.m. today.
The transmission lines vital to the stabilization of the IWPS sustained widespread damage from Typhoon Mawar. As island power is restored to the community, the repairs to the transmission lines become increasingly critical. The repair of the 115 kV line from Harmon substation to Hagatna was completed yesterday, with the last leg of repairs being between Hagatna and Piti. The repair to the express line is expected within a week.
A schedule below represents the general areas affected and is subject to change based on how quickly the repairs are made and lines restored.

At approximately 7:42 P.M. yesterday, the island-wide power system (IWPS) experienced a fault in the transmission line system severing the power grid into two. GPA immediately secured power to central and southern Guam and isolated feeders in order to merge the system into one. This process took several hours to complete. At 10:57 P.M., power service was restored to all customers previously energized post-typhoon.
The transmission lines vital to the stabilization of the IWPS sustained widespread damage from Typhoon Mawar. As island power is restored to the community, the repairs to the transmission lines become increasingly critical. To expedite the repairs, a 12-member line crew with high-reach bucket trucks are dedicated to this task.
“This is a temporary condition which will be alleviated once we complete repair of the 115 kV express line which runs from Piti to Harmon and other transmission lines in the system,” said GPA General Manager, John Benavente. “The repair of the 115 kV line from Harmon substation to Hagatna was completed yesterday, with the last leg of repairs being between Hagatna and Piti. The repair to the express line is expected within a week.” GPA, CUC and Pohnpei line crews continue to concentrate specifically on distribution system repairs to restore as many customers as possible.
Additionally, yesterday afternoon, as GPA was preparing to return Cabras 1 to service, its 42-inch condenser cooling line experienced a rupture resulting in the flooding of the Cabras plant basement. Cabras 2 unit which was operating online at the time was secured for safety purpose. Flooding, although not frequent, is not unusual and has occurred in the past because the basement level of the Cabras plant is below sea level. The leak has been controlled and repairs are ongoing.
This incident was not the cause of last night’s outage. GPA has sufficient capacity of 195MW, without the Cabras unit, to serve the current load of about 170MW.
Please note that outages have occurred during the afternoon and on through the peak demand time. As the 115 kV transmission repairs continue, GPA may have to implement emergency load shedding to avoid overloading transmission lines in service and to ensure the safety of the linemen. A potential 5-day load shedding schedule will be issued.
GPA asks for your patience and kindly request that all customers conserve power, especially during peak demand hours from 6 PM to 10 PM.
During restoration and recovery especially after a super-typhoon, the Island-Wide Power System (IWPS) may be unstable, with fluctuating voltages, power interruptions and intermittencies occurring. Once your power has been restored to your home or businesses, you may experience outages or interruptions. This is not unusual as the grid is fragile and a period of system instability will occur until full restoration is completed.
Please be assured that once your feeder/circuit has been energized your power will return, even as interruptions or outages happen. GPA will make every effort to have power restored as quickly as possible to our customers. Once full restoration is completed around the island, the system will stabilize and less power interruptions will occur.

My opinion is that the power plant then the 115kv lines 34.5 kv line and substation should have been repaired replaced and tested first prior to providing power to the main grid or customers this has always been the process sad that they just took all this as it will be okay for the system (one once said you moveone step forward two steps back if process isn’t done right)
