Mark Forbes Has Died


Former Speaker Mark Forbes – pictured between Speaker Frank Blas, Jr. and former Governor Eddie Calvo – has died, according to Mr. Blas and former Governor Carl Gutierrez.
Mr. Forbes was a giant in Guam politics from the 1980s through this decade.

Here is a statement from Mr. Blas, followed by statements from Senator Sabrina Salas Matanane, the legislative secretary, and the governor and lieutenant governor of Guam:

“I MINA’TRENTAI OCHO NA LIHESLATURAN GUAHAN extends its heartfelt condolences to the family of former Senator and Speaker Mark Forbes who passed away this morning.
“Speaker Forbes served his island and its people with honor and passion. He was a seven-term Senator and served as Speaker in the 28th and 29th Guam Legislature.
“Speaker Forbes was born on October 27, 1954 and was educated at St. Francis School, Father Dueñas Memorial High School, and the University of Guam. After working with families and youth while at Sanctuary, Inc. for ten years, he served as the Deputy Chief of Staff and Director for Policy and Communications under the Ada-Blas administration.
Speaker Forbes was first elected as Senator of the 23rd Guam Legislature and consecutively served until his final service as Speaker in the 29th.
“Speaker Forbes will long be remembered for his work on government reorganization and reform. He authored the legislation that changed the Legislature from a 21-member body to 15, created the Office of Public Accountability, and made the Attorney General of Guam an elected position.
“On behalf of my colleagues, our families, and all who work in our offices and central operations, our thoughts and prayers go to his wife Cina, his son Sean, and his other family members on the passing of an honorable political icon, Speaker Mark Forbes. Thank you and may he Rest in Peace.”

Statement from Ms. Salas Matanane:

“Speaker Forbes was a man of extraordinary intellect, eloquence, and vision—a leader whose words carried both wisdom and conviction. I have always deeply respected and admired him, not only for his leadership but for the way he inspired and uplifted those around him. Years ago, while he was still in office, he was the very first person to encourage me to run for senator. That moment, his belief in me, has stayed with me ever since.

“Today, I join the people of Guam in mourning his passing while also honoring his enduring legacy. His contributions to our island, his wisdom, and his leadership will never be forgotten. My deepest condolences go out to his family and loved ones during this heartbreaking time. May they find comfort in knowing that his impact will live on for generations to come.”

From the governor and lieutenant governor of Guam:

“Speaker Forbes served our island with profound intelligence, conviction, and a deep commitment to public service. His leadership in the Guam Legislature was marked by fiscal responsibility, steady governance, and a principled approach to policymaking. He championed legislation to strengthen government accountability—creating the elected OPA. He led the charge to rethink and reimagine the size and role of the legislature, and his financial foresight provided the resources for the restoration of the Guam Congress Building,” said Governor Leon Guerrero. “It is with deep sadness that we join the people of Guam in mourning the passing of former Speaker Mark Forbes. On behalf of a grateful island, we extend our heartfelt condolences to his beloved wife Cina, son Sean, his family, friends, and all those who knew and respected him.”

“When Speaker Forbes spoke, the island listened,” said Lt. Governor Tenorio. ”He brought change to the halls of the Legislature and was known for his sharp mind, charisma, and ingenuity. Though his time with us has come to an end, his contributions to our community will endure. May he rest in peace, and may his family find comfort in the legacy he leaves behind.”

    Mark was not only a politician, but he was one of the first directors if not the first director at Sanctuary back in the early 70’s.He was my boss as we ran Sanctuary’s first group home on Guam under Marks leadership.
    He cared about those kids much. He was a good guy with a kindness about him that won’t be forgotten.
