NOTICE: Police, AG, mayors to enforce panhandling laws


The Guam Police Department, the Attorney General of Guam and the Guam Mayor’s Council are providing NOTICE that Guam’s Panhandling Law (Aggressive Panhandling Act of 2013) shall be actively enforced at all road intersections.

This enforcement initiative is intended to PROTECT EVERYONE AROUND ROAD INTERSECTIONS.

Guam law prohibits panhandling on traffic medians, and limits the use of the sidewalks around road intersections. Please see attachment. If you see Panhandling Activity at intersections, please call or whatsapp a photo with location to:

The intent of this joint enforcement initiative is to not only enforce all of Guam’s laws, but to achieve the legislative intent to protect the panhandlers, pedestrians and motorists alike from injuries associated with traffic intersections.
