Opinion: Guam Heartbeat Act does not criminalize abortion

Canon Law prohibits criminalizing abortion • By Peter R. Sgro, Jr., esq.

It would be irresponsible for me to write this letter if any sentence, any paragraph or the entire letter itself violated any law, including the United States Constitution, the Organic Act of Guam and Canon Law. If even one paragraph I wrote that is in The Guam Heartbeat of 2022 violated any of these laws or any one of them, I face serious consequences. One of those consequences is I may have been “Excommunication Latae sententiae” and don’t even know it.

To this very moment not one court anywhere, not one church, not one attorney, not one elected government representative has ever said to you or or to me, that the provision which gives you, the people, the power to enforce the Act is unconstitutional or that it violates Canon Law that would expose Catholics to excommunication. It is impossible for anyone on Guam and impossible for the likes of Planned Parenthood (partially responsible for terminating over 40 million innocent voiceless babies) to financially benefit themselves.

The leadership of Planed Parenthood Hawaii were asked that Parenthood invest their money on Guam to build an abortion clinic. When they were asked it was suggested to them they would be financially successful. Because at that time the last abortionist retired and left Guam and  there were no surgical abortions legally being made. They would have a monopoly to terminate the lives of Guamanian babies.

The reason they did not invest their money on Guam was because there was not enough women on Guam that would pay them to abort Guamanian babies. So they simply went back to Honolulu to continue their business and get paid all the money they want. I feel it is shameful that members of Congress for decades passed laws giving Planned Parenthood millions in tax dollars that belong to the people of America.

I am sure that Guam’s Make A Wish Foundation and Harvest House would be able to grant so many more wishes of terminally sick children and provide homes for over 2,000 reported abused children that are neglected and have no home to go to. Everyone knows our island needs hundreds of foster parents. Our mayors and vice mayors with the little they have continue to help these children.

Nobody could ever convince me that even President Biden or House Speaker Nancy Pelosi would give Guam’s Make a Wish Foundation or Harvest House a penny in federal funds. It is not in their political or financial best interest. Only San Francisco Archbishop Savidore Cordelioni held Nancy Pelosi accountable.

All the excuses she made to justify her decades of beliefs that abortion is morally acceptable and justifying her actions and even mocking him- it’s actually sad she did this. The Archbishop was trying to save her soul. He knew she was Excommunication Latae sententiae over 50 years ago. The Archbishop was trying to help her. He knew she was Excommunication Latae sententia.

Only the Pope has the authority under Canon law to reverse the Archbishop’s decision. The Pope never did for several reasons. One is the Pope knows he is always answerable to God.

Excommunication Late sententia was written for an additional lawyer to make souls pure. Only God can excommunicate without a process automatically which even leaders do not know God already held them accountable hundreds of years ago.

Peter R. Sgro, Jr. is an attorney, who has dedicated decades to the creation of anti-abortion legislation on Guam. He is the author of the Guam Heartbeat Act of 2022, which is on the session agenda for this final meeting of the 36th Guam Legislature.
