Proposal for Guam delegate to U.S. Senate gains powerful allies


The following is a news release from the Office of Congressman Michael San Nicolas:

H.R. 6941, the “Territorial Represenation in the Senate” Act has received formal endorsement from the 28-member strong Congressional Hispanic Caucus.

In a statement following the formal endorsement, Hispanic Caucus Chairman Raul Ruiz and all members state:

“The Congressional Hispanic Caucus (CHC) is proud to endorse the Territorial Representation in the Senate Act by CHC Member, Congressman Michael San Nicolas. As emphasized by Congressman San Nicolas, territories only have non-voting delegates to the United States House of Representatives, with no membership in the U.S. Senate. This results in territories being under-represented in the Congress because the overall Congress is a bi-cameral body that includes both the House and the Senate. This bill will provide for a non-voting delegate to the Senate to represent American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, Puerto Rico, and the Virgin Islands. We the members of the Hispanic Caucus thank Congressman San Nicolas for his leadership in making sure the interests and voices of all Americans- including those from our historically underrepresented territories- are heard.”

H.R. 6941 will enable Territories to elect non-voting delegates to the United States Senate, serving in a capacity similar to current Territorial delegates elected to the U.S. House of Representatives.

“This endorsement is a solid affirmation of the continued support Guam and the territories continue to have from our colleagues, who in the Hispanic Caucus includes Chairs of various Committees and Subcommittees, Appropriators, and various leaders in many capacities throughout the Membership,” said Congressman San Nicolas. “The case for Territorial Representation in the Senate is making great strides and we look forward to continuing this momentum throughout the 117th Congress,” Congressman San Nicolas concludes.
