Agana Heights, Anigua, Asan, Barrigada, Dededo: GPA November outage schedule


Emergency outages possible today: Emergency repairs to One Baseload Plant (Cabras 2) are underway

(GPA) – The Guam Power Authority advises customers that the current 1-hour rotating outage schedule issued on November 1, 2023 may be implemented beginning at 4:00 p.m. today, due to limited generation capacity. Baseload unit Cabras 2 sustained a boiler tube leak and was taken offline last night for emergency repairs. Repair to the unit continues and we hope to get the unit back online within 5 to 7 days. Please see attached 1-hour rotating outage schedule previously issued.

The following are generation and power system updates:

  1. Yigo CT Repairs: The 20 MW Yigo Combustion Turbine generator rotor and other damaged parts, due to Typhoon Mawar, have been sent off-island for repairs. We are targeting a return to service for the Yigo CT unit in February 2024.
  2. Solar PV Facilities: Mangilao and Dandan solar PV facilities contribute significantly to energy production during daylight hours. However, cloudy or rainy days reduce their output, impacting the power grid.
  3. GPA currently benefits from approximately 16 MW of energy contributed by large customers participating through the Interruptible Load Program (ILP) and the U.S. Navy. These customers voluntarily switch to their standby generators during peak demand periods, helping to minimize outages for other customers.

GPA also notes that September through November pose high energy demand, coupled with limited capacity, leading to more frequent outages. GPA’s General Manager has emphasized the vulnerability over the next several months, highlighting the need to complete repairs on the Yigo 20 MW Combustion Turbine Unit and secure interim energy capacity.

To maintain grid stability when customer energy demand exceeds total energy capacity, GPA will, as a last resort, implement rotating outages lasting up to 1-hour. Power will be reconnected to all affected customers at the top of each hour. The schedule is issued to allow customers to plan accordingly should outages be necessary while the critical generation unit is under repair.

Customers are encouraged to conserve power from 5:00 p.m. to 11:00 p.m. Refraining from using unnecessary air conditioning units and turning off electric water heaters immediately before and during the peak demand hours can significantly assist in reducing energy demand and required load shedding.

    Meanwhile the CUC just authorized “merit” raises for the do-nothing CEO and the Legal Counsel at GPA!!! Do you feel like you’re getting the best from these grifters? I don’t. No more pay raises until GPA can keep the freakin’ light on for more than 3 hours at a time.
