News from the Guam Police Department:
The Guam Police Department (GPD) has arrested 24 year old Toshie Salvadore of Yigo in connection with the November 4, 2024, homicide investigation. This arrest follows weeks of meticulous investigative work by GPD’s Criminal Investigation Section (CIS).
On November 4, 2024, a silver Dodge Avenger arrived at the Guam Regional Medical City (GRMC) at approximately 3:30 a.m., where a masked driver dropped off an unresponsive man with a gunshot wound. The driver fled the scene. The victim was pronounced deceased at 4:02 a.m. Detectives launched an investigation and sought the assistance of the community by asking for any information that may aide in the investigation.
Later that morning, a report of a burning Dodge Avenger was located near Chalan Kotda, Dededo. The vehicle was confirmed to be the same one used in the GRMC drop-off. The car was impounded for evidence processing.
November 5, 2024, an autopsy conducted by Guam’s Chief Medical Examiner confirmed the cause of death as a gunshot wound to the chest, ruling the manner of death as homicide.
November 6, 2024, detectives identified the victim as Micheal Fel, Age: 25, resident of Yigo through interviews with relatives and photographic evidence. Concurrently, follow-up investigations into the burned vehicle identified Toshie Salvadore as the last known operator of the Dodge Avenger.
Detectives conducted interviews with witnesses and sources, gathering critical statements linking Toshie Salvadore to the crime. Statements from a source of information (SOI) outlined the sequence of events leading to the shooting, including Salvadore’s use of a firearm during a confrontation with Michael Fel.
Additional evidence placed Toshie Salvadore at a location near the burned vehicle. Witnesses observed him obtaining and carrying a gas container shortly before the vehicle fire.
On November 21, 2024, detectives re-interviewed key witnesses and corroborated physical evidence, further strengthening the case against Toshie Salvadore.
On November 26, 2024, Toshie Salvadore was brought in for a follow-up interview, during which he initially denied any involvement. When confronted with evidence, he confessed to his role in the shooting Michael Fel and subsequent attempts to destroy evidence.
Toshie Salvadore was arrested for the following offenses:
Murder
Use of a Deadly Weapon in the Commission of a Felony
Possession of a Firearm Without a Valid Firearms ID
Discharge of Firearms
Destroying Evidence
Illegal Possession of a Schedule II Controlled Substance and Possession of a Schedule II Controlled Substance with Intent to Distribute
Arson and Destroying Evidence
He was Booked and Confined to the Department of Corrections. The case is closed and was forwarded to the Attorney General’s Office for their information and prosecution.
