Bic Sobti’s company, International Royal Inc. (doing business as Royal Bics), applied to the government of Guam for the governor’s small business pandemic relief grant, according to a list of applicants posted by the Guam Economic Development Agency.
In order to qualify for the grant, the applying company must demonstrate that its gross revenue in 2020 was at least 25 percent lower than it was in 2019.
Mr. Sobti has made millions in revenue providing the governments of the CNMI and Guam with pandemic response supplies.

Should be charged with attempted fraud towards the government. Simple as that.
