Dear Members of the Board,

I write to you not only as a concerned employee of the Guam Memorial Hospital Authority, but as someone who feels morally and professionally compelled to speak out.

Due to a very real fear of retaliation, I must submit this letter anonymously. Nonetheless, I hope you will recognize the gravity of what is being brought to your attention and act accordingly.

The events surrounding Dr. Kwasi Nyame’s decision to enter the hospital on April 11 openly brandishing a firearm, under the guise of a “security test,” were both reckless and deeply traumatizing to many staff members. As you are aware, the “test” was conducted without any warning to hospital personnel or coordination with law enforcement, violating basic standards of safety and putting lives at unnecessary risk.

More troubling, however, is the response from CEO Lillian Perez-Posadas. Rather than condemn the action or take immediate corrective measures, she chose to defend Dr. Nyame’s behavior, downplaying the seriousness of the incident and framing it as a misunderstood training exercise.

This attempt to normalize such an outrageous act has further eroded employee trust in the hospital’s leadership.

In addition, the legal team of GMHA must also be held accountable, as their involvement

suggests they not only condoned but may have even advised the misrepresentation of the incident. Such complicity is unacceptable and raises serious concerns about the ethical standards being upheld within the institution.

Equally concerning is the apparent compliance of the entire executive-level leadership in this cover-up and abuse of power. Their silence, inaction, or active participation in downplaying the incident reflects a collective failure of leadership. As such, I believe the Board must also call for the resignation of all executive team members involved in perpetuating this deception, as trust in their ability to lead in good faith has been irreparably damaged.

Many of us within GMHA feel unsafe, unheard, and unsupported. The atmosphere in the hospital has shifted—not because of outside threats, but due to poor judgment and lack of accountability from those in charge. Leadership has a duty to protect both staff and patients, and in this instance, that duty was abandoned.

For the sake of the hospital’s integrity, the morale of its employees, and the safety of everyone who enters its doors, I respectfully request the immediate resignation of CEO Lillian Perez-Posadas and all the leadership team complicit in this cover up. It is time for new leadership—leadership that demonstrates sound judgment, transparency, and a genuine commitment to thewell-being of all. I am not alone in this sentiment and there are many of us in the hospital who feel this way.
