Storm Watch 10: Guam in COR2; GovGuam, public schools closed; price gouging prohibited; Catholic churches to close at COR1


Guam Governor Lou Leon Guerrero has declared the island in Condition of Readiness 2. This means the government of Guam, with the exception of essential services, will not be operational and will remain closed until COR 4 is announced. Residents are strongly advised to use this time to prepare.

Public schools also will be closed.

The Guam Department of Education (GDOE) is preparing to open certain emergency shelters at 6:00 p.m. on Monday, October 9. More information is forthcoming regarding locations, rules and regulations. Emergency shelters will NOT be open until 6 p.m., Monday, October 9. Do not attempt to go to any emergency shelter until the designated opening time.

According to Monsignor James Benavente, pastor of the Dulce Nombre de Maria Agana Cathedral Basilica, “The Cathedral and most Churches will close once Condition [of Readiness] 1 is declared.”

Governor declares state of emergency

Ms. Leon Guerrero also has declared a state of emergency in anticipation of Bolaven. The state of emergency authorizes Guam Homeland Security/Office of Civil Defense to utilize emergency procurement and emergency expenses authority under law, authorizes overtime for all personnel involved in the preparations and recovery effort, and directs the documentation of expenses.

No price gouging

Earlier today, Guam Attorney General Douglas Moylan issued a notice that merchants and landlords are prohibited from raising prices and rents upon the declaration of COR2. That declaration and prohibition now are in effect.

Mr. Moylan urges the public to report any instances of price gouging to his office via his website, www.oagguam.org. Clock on the “action message” on the home page.

“As this community prepares, we trust that our business community and all merchants will not take advantage of people in our time of need,” Mr. Moylan said. “The AG’s Office is prepared to receive complaints.”
