Moylan blasts GovGuam response to Mawar, calls for reforms


Attorney General Douglas Moylan, in a four page letter to the legislative speaker, blasted the administration’s disaster response to Typhoon Mawar and proposed changes to law.

The attorney general stated the dysfunctional response created an environment of danger for “public unrest due to desperation.”

While Lt. Gov. Joshua Tenorio, in a previous interview with Kandit, has admitted to a need for improvement, Gov. Lou Leon Guerrero has avoided the criticism altogether. Instead, her senior officials have said the response deserves “a pat on the back,” despite the suffering thousands of residents endured in the aftermath of Mawar.

The administration often benchmarked its ‘success’ on recovery times from Guam’s last major typhoon, Pongsona, which devastated the island December 8, 2002.

Mr. Moylan wrote, in part, to Speaker Therese Terlaje:

“Super typhoon Pamela 47 years ago … and Pongsona 20 years ago, should have prevented our government’s failures, ranging from:

“(1) failures of water wells for lack of reliable power;

“(2) failures of power due to broken wooden poles that should have been replaced years ago with concrete poles;

“(3) failures of personal communications…;

“(4) failures of emergency information…;

“(5) failures in island-wide fuel distribution…; and

“(6) failures in banking and communications systems.”

The attorney general proposed a number of solutions, which Kandit will detail in subsequent reports.
