Moylan Silent on Trump’s Federal Funding Freeze and Future Cuts



Guam’s Delegate to the U.S. House, James Moylan, has declined to clarify his stance on President Donald Trump’s recent directive to halt federal grants and loans, a move that could have significant repercussions for Guam’s economy. A federal judge has halted the implementation of a Trump directive freezing trillions in financial assistance to the states and territories that also affected Medicaid. The Trump administration cowered to public pressure and rescinded the directive, but the president’s press secretary has vowed in a confusing social media message that cuts are on the horizon.

Despite multiple requests for a straightforward “yes” or “no” response, Mr. Moylan has remained unresponsive, leaving his constituents in uncertainty.

The federal Office of Management and Budget (OMB) earlier this week issued a memo instructing all federal agencies to “temporarily pause all activities related to obligation or disbursement of all Federal financial assistance,” including grants and loans. This directive aimed to review funding allocations to ensure alignment with the administration’s policies.

In light of these developments, Kandit reached out to Mr. Moylan Wednesday seeking his position on the funding freeze. We sent several inquiries and explicitly requested a clear “yes” or “no” answer regarding his support for the funding freeze. As of the publication of this article, Mr. Moylan has not provided a response.
