Palacios transition team: CPA grossly mismanaged


Last week, the board of directors of the Commonwealth Ports Authority made vague allegations against Gov. Arnold Palacios’s transition team’s report of the major deficiencies facing the CPA.

Kandit has reported extensively on the problems that arose at CPA during the previous administration. We also have called on the board members appointed by former Gov. Ralph Torres to resign so that Mr. Palacios can get on with the business of economic development for the Commonwealth. One resigned. The other holdovers refuse to do so.

These board members have refused to take responsibility for the major problems facing CPA that occurred and grew under their watch. Among these are audited financials that shows corruption, mismanagement, and wasteful spending. We also have reported on letters from the Federal Aviation Administration threatening CPA with the pull out of federal funds critical to CPA operations due to its inability to come into compliance with several federal regulations.

Instead, the CPA board has accused the transition team of not being truthful in its assessments and assertions that are backed by audited financials and official documents. The transition team prepared a response to the public, clearing the record. The five-page response follows:

    To set the record straight, the Governor should request the FAA’s Compliance Division for Airports in Washington D. C., to assist in determining where the CNMI and its CPA stand regarding compliance with the numerous issues in contention including and most importantly the new airport fees. It is obvious the CPA cannot be trusted to provide even simple answers to basic questions!

    The Governor should have the authority to fire the board members if they were derelict in their fiduciary responsibilities of managing the affairs of CPA.
