Attorney General Douglas Moylan is encouraging the public to report illegal panhandling, when they see it. His message is simple: WhatsApp (671) 797-7142 to text your report of a panhandler (include the area), or to send a picture of the panhandling. Just make sure you’re not driving while you’re operating your phone.

You may also call police to report the panhandling at (671) 475-8615/6/7.

Mr. Moylan, together with the Guam Police Department and the Mayors Council of Guam, Monday notified the public of their partnership to enforce Guam’s existing laws on panhandling. Sen. Roy Quinata last week introduced legislation to strengthen those laws.

‘Toughest AG on crime’

“The Guam Legislature decides what conduct is criminal,” Mr. Moylan said. “We elect our leaders at the legislature. The AG’s job is to enforce all criminal laws, especially those which protect our safety.  Panhandling at intersections obviously distracts drivers; and panhandlers are endangering everyone in that intersection.  GPD and the mayors are working with the AG’s Office to make for safer villagers.”
