Speaker Therese Terlaje issued the following statement on the heels of a legal memorandum by Attorney General Douglas Moylan uprooting the governor’s plans to build a $1 billion medical campus at Eagle’s Field, Mangilao:
“The Attorney General has confirmed that this lease is not enforceable without legislative approval, because it commits government of Guam money and resources without legislative appropriation.
“I am thankful that the rule of law has been illuminated and made clear and commend the AG for doing a thorough job under tough conditions.
“This is a victory for the people of Guam that they will not be bound to a long-term financial obligation that the Legislature did not appropriate for.
“My colleagues and I, and the Governor, must now roll up our sleeves and do the work required of us by law as representatives of the people of Guam and move forward with building a new hospital with all urgency.”
