Torres holdouts pushing for Eru’s selection as CPA chief


The controversial and embattled former public safety commissioner under the Torres regime may be selected by the current Commonwealth Ports Authority board of directors to be the next CPA executive director. This is according to several reliable sources in Saipan, who say the board – composed primarily of holdovers from the Torres administration – met behind closed doors today to make their move.

Robert “Eru” Guerrero resigned weeks prior to the end of the Torres administration under a cloud of controversy ranging from his qualifications to have held the top seat at the Department of Public Safety to accusations of illegal overtime to allegations of criminal sexual misconduct.

The CPA is autonomous from the control of the governor, Arnold Palacios, who has been vocal about his desire to make substantive changes at the mismanaged agency. However, the governor has had to wait until Torres-appointed members’ terms expire, and Palacios’ appointees have a majority on the board.

This past week notices began surfacing of the board’s intention to select an executive director immediately. The effort coincides with the final days of CPA chairwoman Kimberlyn King-Hinds’ tenure on the board.

The apparent rush also is a race against the Senate’s confirmation of three Palacios appointees to the board.

Sources close to the administration say that once Mr. Palacios’ appointees control the board, any management hire will be immediately terminated.
