Unsealed court document: High-ranking police conspired with drug traffickers, revealed witness and CI identities


For nearly five years now, Kandit has reported to you scores of stories in succession about the corruption of several high-ranking Guam Police Department officers and political figures in the previous Calvo Tenorio administration. This corruption went as far up as former and disgraced Lt. Gov. Ray Tenorio.

Within these past five years, we have reported to you about a secret Grand Jury run by the U.S. Attorney for Guam and the NMI’s office in Honolulu that has been focused on police and public corruption.

This corruption has involved the weaponization of police forces against political targets through the now-defunct Mandana Drug Task Force; a task force that appeared to be taking down drug peddlers. For these past nearly-five years we reported the corruption of this task force, and how it was connected to some of the largest drug traffickers on island.

As federal court documents were unsealed in several seemingly-disconnected drug trafficking cases, we brought these facts to you and connected the dots all the way to the secret Grand Jury in Hawaii.

Now, after all these years, one of those documents has been unsealed. Several high ranking police officers, retired police officers, and former police officers are named in allegations by the Federal Bureau of Investigation of pure and disgraceful corruption, including the disclosure of the names and addresses of witnesses and confidential informants to dirty cops working for drug traffickers.

    Thank you Kandit for bringing this story to light. All involved should be ashamed! Are these individuals be charged for this crime? If so, they should serve their time in a U.S. Federal prison and pay restitution if applicable.

    The corruption layer keeps stacking high. Troy, with your courageous deed in bringing out the truth(s) – hopefully under the new AG, our government will be purged of dirty politicians, cops and other corrupt employees.
