Why was it such a secret?


The Guam governor’s office and Guam Homeland Security/Office of Civil Defense claim that on May 31, 2023, the need was so great to provide the people a radio talk show paid for by taxpayers to spew news about the disaster recovery that on June 1, 2023, the government issued a purchase order for $10,000 to have two senior governor staffers host that show on NewsTalk K57.

And then one day later, the need was apparently heightened further, so much so that the purchase order amount was increased 600% to $60,000. Without any competitive procurement.

But, what doesn’t make any sense is, if this talk show was to be the official news dissemination source for the government of Guam – paid for by taxpayers – then, why didn’t the government of Guam, in any of the 23 news releases about the disaster recovery from May 31 to today, ever once mention K57 as the official news outlet?

If this is where the public was paying to get its disaster recovery news, then why was it such a secret?
