Young woman accused of murdering her baby boy


(Guam Police Department)—At approximately 6:07PM on Wednesday, November 1, 2023, officers from the Dededo Precinct were called to a residence on Ilangilang Lane in Liguan Terrace area of Dededo on a report of a pulseless and breathless 1 year old male toddler.

Upon their arrival, Officers noted that the toddler was lifeless and was reported to have fallen off of a bed. A check of the toddler’s injuries indicated that they were inconsistent with a fall. Detectives from the Criminal Investigation Section were activated and assumed control of the investigation.

Chief Medical Examiner Dr. Jeffrey Nine responded to the scene and conducted a preliminary assessment. An autopsy is scheduled for a later time and date.

The toddler’s mother, identified as Giltinan Ramangmou, reported that she was home alone with her son when she pulled a soiled quilt off of the bed her son was sleeping on, causing him to fall to the floor. She indicated that she treated his wound with ice and fell asleep, waking several hours later to find him not breathing. Her statements did not appear to match with the evidence and information collected by Detectives.

Ramangmou’s boyfriend was located and interviewed, during which he disclosed witnessing Ramangmou punching their son earlier in the afternoon. Subsequently, multiple interviews were conducted, evidence was collected, and the identified scene was processed.

Sufficient probable cause was established. Giltinan Aldan Ramangmou, F/Carolinian- Yapese/28/of Dededo, was arrested for the following offenses:

Aggravated Murder
Child Abuse and
Family Violence.

Giltinan Aldan Ramangmou was processed, booked, and confined to the Department of Corrections. The case was forwarded to the Attorney General’s office for their information and disposition.
