DOC documents: “Rest in peace, Satan,” wished upon dead director

One of the complaints filed by a female officer of the Guam Department of Corrections against warden Alan Borja for sexual harassment and assault also reveals an alleged clique dispute between the warden and those associated with him versus the late director of corrections, Robert Camacho.

Mr. Camacho, a military veteran with a distinguished career in the public and private sector, died earlier this year. He served in leadership positions in both democrat and republican administrations, and was known for his leadership qualities and kind-hearted disposition.

Mr. Camacho also was the director, who ordered the warden, Alan Borja, on administrative leave a number of times pending investigations into his alleged conduct over the years.

According to the female officer, her loyalty to Mr. Camacho was used against her by the warden following the director’s death; and the work environment that already was toxic under Borja became more hostile following Camacho’s untimely passing this year.

In her April 7, 2023 report entitled “Hostile Work Environment and Sexual Harassment,” sent to current director Joseph Carbullido and leaked to Kandit, the female officer described the passing around of a video of Mr. Camacho following his death among Mr. Borja and officers and retirees associated with him.

“He then related that he shared the video with other DOC retirees and one response from the retiree is ‘Rest in Peace Satan,” the woman wrote. “The warden thought the comment was funny and laughed.”

The woman attached a series of text message screen shots from a WhatsApp chat allegedly with Mr. Borja over a two year period. These messages show escalating and – as it appears – unwanted sexual advances. Also in the messages are references to “Ur daddy,” made in derogatory context.

“Prior to [Camacho’s] death, the warden would tell me verbally or text me to relay messages to Robert Camacho or as he would say to my ‘daddy’ or ‘dada,’ referring to Robert Camacho,” she wrote. “Since the unfortunate death of former acting director Robert D. Camacho, the warden has openly expressed his triumph with numerous unprofessional comments to include his assumption of what he calls my loyalty to Robert Camacho.”

Kandit again reached out to Mr. Borja and Mr. Carbullido about the matter, this time specifically about his predecessor Robert Camacho and the remarks allegedly made against Mr. Camacho’s memory.

Again, neither of the gentlemen responded to the questions, or so much as affirmed their gratitude for Mr. Camacho’s service, or to honor his memory.

“The warden’s comments will include: good riddance, I am glad he is dead, Karma he deserves to die, SORT was the best person to run with him, the governor is coming because Antone cried,” the female officer’s complaint states.

“Antone” also is the name of another high-ranking officer of the DOC, Major Antone Aguon, whom sources reveal is not in the favor of Mr. Borja or the director.

    Imagine the sort of person whose highest aspiration in life in to be a GovGuam prison warden.

    No wonder he seems to feel a need to sexually assault and harass his female Chuukese subordinates.

    This guy is pathetic, but he won’t serve any prison time – GovGuam paree paree will prevail.
