A Guam Department of Corrections officer was on duty and in uniform when he allegedly used his phone to text who he believed was a 13-year-old girl as he was trying to have sex with her. This is according to charges unsealed today in the U.S. District Court of Guam, where Raymond Tammed faces trial for the May 6, 2024 Attempted Enticement of a Minor and Transfer of Obscene Material to a Minor. According to government personnel records, Mr. Tammed officially resigned from DOC three days later.
He was arrested on May 6 by a Homeland Security Investigations agent following a May 6 undercover federal sting. That sting involved federal agents assuming the online persona of a 13-year-old girl on an app called Whisper, where Mr. Tammed allegedly used the handle “Garden_Wiz” to entice the “girl” to have sex with him.
“So what are you looking for on this app?” Mr. Tammed allegedly messaged the girl. “prolly the same as every1 else,” she replied.
“Sex?” She replied, “I’m 13 so I dun rlly no too much.” The perverted conversation included what is believed to be Mr. Tammed’s questions about the girl’s sexual exploitations with a 13-year-old boy before he allegedly said, “If I’m being honest I’d love to fuck you. That’s me being honest. Will you allow me to do that?”
“When Tammed advised he wanted to meet the 13-year-old child, Tammed stated he wanted to perform oral sex on the child and have vaginal sex with the child, and that he would use protection,” the complaint said.
The conversation then moved to WhatsApp, where federal officials say Mr. Tammed sent the girl a picture of a penis, which he said was his. Allegedly, he and the girl arranged to meet at the Andersen Air Force Base Visitors Center. This would be, according to the messages, after he got off work, where he said he was at the time of the messaging. He was arrested at 7:55 p.m. in the parking lot of the visitors center, shortly after he arrived there.
He was charged in federal court the following day.
Resignation dates discrepancy and Tammed’s reinstatement rights
According to public files, Mr. Tammed was a Corrections Officer 1 at DOC at the time of the crimes. The notification of personnel action confirming his separation from the government – often referred to as a GG1 – shows that Mr. Tammed’s resignation was effective May 9, 2024, or three days after he was arrested by federal agents and two days after he was charged in federal court. However, the GG1 states the DOC made the resignation processing request more than two months later, on July 10, 2024.
“He resigned before we became aware,” DOC spokesman Major Antone Aguon confirmed to Kandit. It is unclear whether Mr. Tammed was paid any salary between the official resignation date and the request date two months later. What is known from the GG1 is that Mr. Tammed was authorized to be paid $19.83 for every hour of annual leave he had accumulated and not used (up to 320 hours according to Guam law), and that he is eligible for reinstatement to his position.
“You may be considered for re-employment for the class of position in which you last had a permanent appointment,” the GG1 states. “Within four (4) years from the effective date of separation, you may contact the appointing authority of your former department for consideration. You may also apply for the position if it should be announced.”
